The level of community policing at which a county, often as a group of villages and/or cities determines an alliance of strategic objectives and guidance, then develops and uses, federal, state and county resources to achieve those objectives.

OPERATIONAL LEVEL

CG1 - CG2 and NC9 - NC10

The level of community policing at which major operations such as field operations, administrative operations and training operations are planned, conducted and sustained to achieve strategic objectives within the county.
