Pursuant to Rule 2.1, court in all divisions in all counties convenes at 9:00 a.m. except as otherwise designated by the Judge of the division, or as otherwise provided by the court rules.

Pursuant to Court Operating Rule 16; No person may use any device capable of media coverage in a courtroom or court clerk's office unless specifically authorized under the provisions of this operating rule, under the provisions of a local court rule, or by a Judge in a judicial proceeding. A Judge may authorize media to use electronic devices solely for textual notetaking and writing if they are configured to operate quietly and in such a manner as to avoid undue distractions. Certain area(s) may be restricted due to Physical Security and Personally Identifiable Information and Records to be Confidential pursuant to RSMo §610.120. All matters pertaining to Peace Disturbance pursuant to RSMo §574.010 and Trespassing §569.140 shall be handled by Security Officers assigned to the Courthouse. Lastly, the Freedom of Speech is protected by the 1st Amendment. The degree of protection depends on the place where the expression is attempted. Courtrooms and courthouses generally are places where free speech may be restricted.
